We are pleased to share with you the Conference Report of the European Conference of the Society for Benefit-Cost Analysis (SBCA) 2025, held on 27–28 November 2025 at the Athens University of Economics and Business (AUEB).

The conference brought together researchers, policymakers and practitioners from across Europe and beyond, featuring more than 70 presentations and rich academic exchange on the role of benefit–cost analysis in evidence-based public policy. Hosted by AUEB and its Research Laboratory on Socio-Economic and Environmental Sustainability (ReSEES), under the scientific leadership of Professor Phoebe Koundouri, the event addressed key themes including climate neutrality, energy transitions, social policy, open science, digital governance and urban development, and proved to be a successful and intellectually productive meeting for the SBCA community.

Professor Phoebe Koundouri (AUEB & DTU) opened the conference, followed by speeches from representatives of AUEB, the “Athena” Research Center, SDSN, and the UNFCCC. Keynote speaker Dr. Abdullah Belhaif Al Nuaimi, former UAE Minister, called hydrogen the “final link” in full decarbonization. Experts from institutions such as DTU and the Academy of Athens presented research, and a final panel discussed Europe’s hydrogen ecosystem.

The conference underscored the need for evidence-based policy and cross-sector collaboration. A follow-up workshop addressed barriers to hydrogen adoption and stakeholder engagement.

The event concluded a three-day collaboration involving research presentations and a seminar by Professor Ali Mashayek (University of Cambridge) on the role of ocean history in climate change. Professor Koundouri emphasized that hydrogen, backed by strong science and cooperation, can drive Europe’s green transition.

The conference was organized by the Research Laboratory on Socio-Economic and Environmental Sustainability (ReSEES) of the Athens University of Economics and Business in collaboration with the Department of Technology, Management, and Economics at the Technical University of Denmark (DTU), the Sustainable Development Unit of the Athena Research Center, the UN SDSN Global Climate Hub, SDSN Europe, the Alliance of Excellence for Research and Innovation on Αephoria (AE4RIA), and the EU-funded project MAIA.  The event was supported by the European Association of Environmental and Resource Economists (EAERE) and INZEB, National Coordinator of the EU Climate Pact in Greece.

Launched by the European Investment Bank (EIB), the WCLN brings together women leaders from 27 EU countries to shape climate policy, finance, and sustainable development. As a member of the WCLN working group on Greening SMEs and Green Innovation, Professor Koundouri contributed to policy recommendations aimed at helping small and mid-sized businesses adopt greener practices. Her research team, AE4RIA, developed two innovative tools—AE4RIA Metrix for ESG integration and AE4RIA AI Skills for sustainability workforce mapping—designed to enhance business sustainability. These tools were included in the working group’s published recommendations.

COP29, known as the”Finance COP” marked significant progress in addressing the climate crisis. Key outcomes included a commitment to scale up climate finance, with a new annual goal of $300 billion for developing countries and $1.3 trillion by 2035. The adoption of international carbon market standards under Article 6 finalized a framework for cost-effective emission reductions.

Social justice was central, with the operationalization of the Loss and Damage Fund and $730 million pledged for projects starting in 2025 to support vulnerable nations. Innovation, digitalization, and sustainable energy transitions, such as boosting hydrogen production, were also prioritized. The ‘Baku Call on Climate Action for Peace, Relief, and Recovery’ emphasized climate action’s role in fostering resilience, particularly in conflict-affected regions.

AE4RIA team— affiliated with Athens University of Economics and Business, Technical University of Denmark, Athena Research Center, and UN Sustainable Development Solutions Network – Global Climate Hub — contributed significantly by hosting sessions, engaging in key dialogues, and collaborating on impactful projects and initiatives aimed at advancing climate solutions and fostering global sustainability!
